[TASK] BLS Aggregator Blueprint

Overview

We want a Blueprint that runs a BLS Aggregator that will work as the Aggregator for other blueprint we have e.g., EigenLayer Incredible Squaring AVS Blueprint. It will run BLS Aggregation on Task responses.

Checklist

• Registration - Registers to Tangle
• Run - Runs the BLS Aggregation Server that can be found in EigenSDK-RS - it may need to be modified for external use
