Change the SCIM custom schema URI according to the configured value

Describe the issue:

Currently we can configure the SCIM custom schema URI from the deployment.toml (populated by charon-config.xml). The configured URI doesn't get populated to the FE.

Refer this issue for further details.

Impact:

• All the previous claims configured under the previous custom claim URI should be migrated after the change - [migration] Pack charon-config.xml.j2 to the product #18505
