Publish when houdini is in ManualMode

Is there an existing issue for this?

Current Behavior:

When Houdini is in ManualMode, publish throws an error.
We faced this issue in USD publish

Expected Behavior:

Ayon publish should also happen when houdini is in ManualMode

Set Houdin to Manual Mode
Publish any assets using Ayon

With reports like these - then please provide the error with stack trace. It saves some time going through the issues and we can easier see what this was about. It also helps others when searching to maybe find this by the actual error log.

Adding a publish JSON report is also nice in many cases.

Both of those will also help to identify whether you're doing something unique on your end, etc.
