This works slightly differently in Libera than in other implementations, so wording has been updated accordingly.

This PR adds a guide for MemoServ, with information taken from MemoServ's
HELP. To make things easier for prospective users, I've put all commands into a guide rather than just mentioning the tool's existence so that users can refer back to it. Let me know if this isn't wanted.
