Problem: use of pregenerated docker image is not needed for an sh script
(only for a prebuild create-genesis binary).

Solution: use create_runtime_config.sh instead of script built into the
docker.

Work_selector: add random offset selection
To test cluster on large ledgers it's useful to have a tool to
randomly generate ledger accounts for testing.

Usage: `mina advanced generate-ledger-accounts -n 200000 > ledger.json`
to generate 200'000 accounts.
