icc is exceptionally broken with respect to noexcept specifications of SMF. This also breaks all tests that check for noexcept swap. Just disable those and be done with it.
This reverts commit e7903a0.

This should have been a draft as it wasn't ready to merge. The Windows jobs weren't updated to actually use the new windows matrix. |

Description
Based on #1159
Separates the Windows and Linux CI matrices into their own sub-matrices in
matrix.yamlas well as distinct jobs.This will cut down on the number of "skipped" jobs that appear in our CI checks.
