This PR adds the infrastructure for the internationalization of the frontend UI.
I've not yet settled on a library/framework for the translations, but I'm currently experimenting with Paraglide JS.
Overall, I don't think we have to be too careful with the choice of framework, since they all seem to use the same basic format for translations, and I believe authoring translations will be the bulk of the work. With that said, I want to at least survey the landscape a bit before we decide on one finally.
