Learn about vigilant mode.

Fixes an issue in the uploader tool where data provided by the state store, rather than the imported csv, would not populate in the parsed table correctly.

Also included in this change, is the addition of filtering out any non-standard timeseries types (computed, cwms, etc...) from the available timeseries in the selection box.
