Bump @vercel/ncc -> 0.38.1 and @actions/core -> 1.10.1 (#268)

**Issue:**
Dependabot wants to bump these npm dependencies. See:

But Github actions [are weird](https://github.com/awslabs/aws-crt-builder/tree/ac26551140e6092fc3c877823b2fab8793ffaab4/.github/actions/check-submodules#notes-on-node_modules) and you need to run `npm install` and commit the artifacts after an npm update. So here's my own manual PR.
