What needs to get done

Implement the second half of edit-registries:

  • Upload registries in preparation for signing (/api/v2/registries/build-assertion)
  • Sign locally with snap sign
  • Upload signed registry

Re-usable code will live in the Assertions service and registry-specific code in the Registries service

Additionally, this should include a spread test for list-registries and edit-registries.

To support registries

Depends on #5019, #5020
