AS13335 is only partially signed.

The AS has made some progress, but in the meantime, what's the status of this PR? (Since filing this, I noticed that rpki.cloudflare.com mis-estimates the percentage of signed routes, since it only looks at up to 1000. I guess bgp.he.net lets you work it out yourself.) |

As you noticed, the rpki.cloudflare.com has some limitation. We have a new radar routing page that counts the RPKI invalid routes on the global routing tables. |

https://radar.cloudflare.com/routing/as13335 says 6% of routes are "RPKI Unknown", which is I guess an improvement of 67% since this PR was opened. |

AS13335 is only partially signed.
https://rpki.cloudflare.com/?view=bgp&asn=13335 says that 18% of routes are unsigned, including 2606:4700:f1::/48 (used by NTP), almost all of 2606:4700:3000::/40 (used by websites on the free plan) and all of the routes under 8.0.0.0/8 (used by the VPN, I think?). It seems incorrect to call the network "signed" or "safe".
