Update selenium requirement from <4.5.0,>=4.1.0 to >=4.1.0,<4.16.0 #1206

Updates the requirements on selenium to permit the latest version.

Note: this was originally #1205, but dependabot got confused.

Closes #1141.

Asserting on the message that we don't control is prone to break
every time we upgrade selenium, just like I'm doing now.
Hoping that this will help with the flakiness.

Note: I'm 4x'ing with a maximum value of 30.

We want to run those, but we don't trust them, so we ignore their
results.

Also mark all tests for mouse operations as flaky.
