pybridge: add pcp for history metrics #19906

During my iterative development I was using:

cpf open metrics1 metrics='[ { "name": "mem.util.available" }, { "name": "kernel.all.cpu.nice" } ]' interval=5000 timestamp=1706536505000 : source='pcp-archive' : wait | PYTHONPATH=src python3 -m cockpit.bridge --debug

you'll probably need to freshen up the timestamp from time to time
