azurerm_linux_virtual_machine_scale_set - add description for non-computed scale_in property to 4.0 upgrade doc #27416

Description

Fix #27387
azurerm_linux_virtual_machine_scale_set.scale_in changed from computed to non-computed after upgrading to 4.0, which is by design. Need to add this change to 4.0 upgrade doc.
