  1. Update to Kubo v0.23.0 - add prebuilt-binary pipeline 

    I have imported the build process from NoPFS, which should produce binaries
that work with official versions of Kubo. I have no time so I have copy-pasted
what I have there (which includes Makefiles etc.). My stuff is a bit simpler
and less verbose and does the same *shrug*.
