New features

• use json format for user database
• generate individual admin account for new sites (no default password)
• put together the actions list_guests and list_online
• do not submit invalid form data from the modal dialogs
• make the config.php more simple (removed some variables there)
• hotspot.js is gone into site.php, so you just have one index.php file in webspace now
