According to Matrix discussion, it sounds like Pulp already supports zero-downtime upgrades. I'm updating the docs to be more clear about this.

Yes, good observation.
Maybe we should add a note that we do this in a best effort manner. And we will try to add a visible warning to the changelog when we think it was not possible feasible.
