Description of changes
For smithy-swift CI and downstream jobs:
The Linux CI & integration test jobs will remain on Swift 5.10 until the stables are released.
Xcode 16.0 betas will be used until Github replaces them with Xcode 16 RC and then with stable images; this will happen without our intervention.
