This PR adds the Fast Transfer looker to the dashboard.

Testnet is not supported because the Swap Layer is not deployed on Testnet. We might want a dashboard to support monitoring USDC Liquidity Layer on Testnet but that is TBD and will do another PR to add that when that happens.
Further improvements to the dashboard will be made independently on the Looker Studio
